Care must be taken that there isn't another owned province in the same state, because these states usually contain other islands or mainland provinces. Provinces which are commonly used as temporary capitals are Bermuda/Greenland(when moving to South America), Falklands/Galapagos(when moving to North America) or islands in Africa or Oceania(when not moving to Australia). For example, a nation with large European holdings could conquer a single African province, move the the capital there, and then move it to Mexico. It is also possible to fulfill this requirement by temporarily moving the capital to an isolated non-colonial province on a different continent, and then moving it again to a colonial region. After this one would have to spend admin points again to re-core these into fully-cored states. Other provinces in the same state as the capital must also be given away to fulfill the requirement. This would typically require unstating all one's provinces on that continent and giving those around the capital away to a vassal until just one is left, one's "isolated" capital. The capital can only be moved from a non-colonial region to a colonial region if the current capital is the last stated province on that continent and if it doesn't have a land border with another owned province( strait crossings also count as land border).A Holy Roman Empire member cannot move its capital to a non-imperial province, nor can a non-member move its capital to an imperial province (except by joining the HRE).
